Tip: To change color of wallpaper can be achieved thru any image progam by using the Color Swap (or Color Rotate) function.

IMHO Irfanview is a decent and very easy to use image program with lots of fuctions, including a slide show function, image effects, easy resizing, file renaming. One can view all sorts of images/movies as well as text files and html files.
Irfanview has Swap colors function and for those who wish to define their own RGBs can be achieved thru the enhance color function.
(click image from the tool bar menu and select swap colors or enhance colors from the drop down menu).
